Colombian Forest Project Reaps Credits… and Criticism

The “Procuenca Initiative” in the Andes region of western Colombia may be the first in the world to sell certified forest carbon credits with a biodiversity protection component. But alarms are sounding about the potential negative social and environmental consequences.

Under way since 2001, the programme will begin to operate in the international market next year, having received official registration Apr. 16 under the Clean Development Mechanism (CDM).

Part of the Kyoto Protocol on Climate Change, in force since 2005, the CDM allows industrialised countries to earn credits for reducing emissions of greenhouse gases by investing in projects in developing countries that expand their capacity to absorb the carbon emissions.

Procuenca is expected to auction credits for some 350,000 tonnes of carbon that has been sequestered since the project began, initiative director Francisco Ocampo told Tierramérica through a translator.

At the current market value of 20 dollars per tonne, the total would be 7 million dollars for a struggling community, one that is still suffering from the collapse of coffee prices more than a decade ago.

Human-induced heating of the planet has already made rainfall more intense, leading to more severe floods, researchers announced Wednesday.

Two new studies document significant impacts with just a fraction of the heating yet to come from the burning of fossil fuels. Fortunately, another new report shows the world can end its addiction to climate-wrecking fossil-fuel energy by 2050.

“Warmer air contains more moisture and leads to more extreme precipitation,” said Francis Zwiers of the University of Victoria.

Extreme precipitation and flooding over the entire northern hemisphere increased by seven percent between 1951 and 1999 as a result of anthropogenic global warming. That represents a “substantial change”, Zwiers told IPS, and more than twice the increase projected by climate modeling.

Zwiers and Xuebin Zhang of Environment Canada used observations from over 6,000 weather stations to measure the impact of climate warming on the intensity of extreme precipitation for the first time. The study was published Wednesday in the journal Nature.

The planet is currently 0.8 degrees C hotter from the burning of fossil fuels. However, global temperatures had not yet started to increase in 1951, the first year of rainfall data Zwiers and Xuebin examined. By 1999, global temperatures had climbed by about 0.6 degrees C. The average temperature increase over that 50-year period is relatively small compared to the present but major impacts have been documented in terms of storm and flood damage even with this small increase in temperatures.

This suggests that the Earth’s climatic system may be more sensitive to small temperature increases than previously believed.

Europe’s Green Energy Portfolio Up in Smoke?

Europe seems hell-bent on burning the world’s forests for bioenergy, even as it offers billions of euros to save them, critics say.

The dirty secret of Europe’s vaunted green energy revolution is the fact that 68.5 percent of its renewable energy portfolio comes from biofuels and burning wood for energy, according to a report released in Brussels last week. Modern technologies like wind and solar get all the press, but burning wood is well, prehistoric.

“We estimate at least 27 million tonnes of wood biomass will be needed annually to supply planned power stations in the UK (United Kingdom) alone,” said Almuth Ernsting from Biofuelwatch, a British NGO focused on bioenergy issues.

In a story broken by IPS last fall, at least one million hectares of forest annually will be needed to feed the dozens of planned wood-fired power plants in Britain alone. The Netherlands is already burning one million tonnes of wood. Germany is up 23 million cubic meters (16.5 million tonnes) – mostly imported – and plans to double this figure by 2020, said the report co-published with the Global Justice Ecology Project, “Wood Based Bioenergy: The Green Lie”.

+4 Degrees C By 2060? Alarming But Not Alarmist

The prospect of a four-degree Celsius rise in global average temperatures in 50 years is alarming – but not alarmist, climate scientists now believe.

Eighteen months ago, no one dared imagine humanity pushing the climate beyond an additional two degrees C of heating, but rising carbon emissions and inability to agree on cuts has meant science must now consider the previously unthinkable.

“Two degrees C is already gone as a target,” said Chris West of the University of Oxford’s UK Climate Impacts Programme.

“Four degrees C is definitely possible…This is the biggest challenge in our history,” West told participants at the “4 Degrees and Beyond, International Climate Science Conference” at the University of Oxford last DeadTrees CO2 release naturalweek.

A four-degree C overall increase means a world where temperatures will be two degrees warmer in some places, 12 degrees and more in others, making them uninhabitable.

It is a world with a one- to two-metre sea level rise by 2100, leaving hundreds of millions homeless. This will head to 12 metres in the coming centuries as the Greenland and Western Antarctic ice sheets melt, according to papers presented at the conference in Oxford.

Four degrees of warming would be hotter than any time in the last 30 million years, and it could happen as soon as 2060 to 2070.

“Political reality must be grounded in physical reality or it’s completely useless,” John Schellnhuber, director of the Potsdam Institute for Climate Impact Research, told the conference.

Schellnhuber recently briefed U.S. officials from the Barack Obama administration, but he says they chided him that his findings were “not grounded in political reality” and that “the [U.S.] Senate will never agree to this”.

He had told them that the U.S. must reduce its emissions from its current 20 tonnes of carbon per person average to zero tonnes per person by 2020 to have an even chance of stabilising the climate around two degrees C.

China’s emissions must peak by 2020 and then go to zero by 2035 based on the current science, he added.

“Policymakers who agreed to a two-degree C goal at the G20 summit easily fool themselves about what emission cuts are needed,” Schellnhuber said.

Even with a two-degree rise, most of the world’s coral reefs will be lost, large portions of the ocean will become dead zones, mountain glaciers will largely vanish and many other ecosystems will be at risk, Schellnhuber warned. Climate scientists are calling for a phase-out of fossil fuels because humans are now pumping so much carbon dioxide (CO2) into the atmosphere that the ‘2-degree-C climate balloon’ will burst otherwise, new studies show.

That 2-degree C climate balloon has a maximum capacity of less than 1,400 gigatonnes of CO2 total emissions from the year 2000 to 2050, Malte Meinshausen and colleagues report in the current issue of Nature. The European Union and others consider a global temperature rise of more than 2 degrees C as dangerous and potentially catastrophic. Temperatures are already 0.8 C warmer than the pre-industrial period.

The reality is that global emissions for the last seven years amounted to almost 250 gigatonnes of these long-lived greenhouse gases, meaning that the current and growing rates of fossil fuel emissions would burst the balloon in about 20 years – or less. Even if emissions are held to 1,400 gigatonnes maximum for the next 40 years, there is still a 50-percent probability of exceeding 2 degrees C, said Meinshausen, lead author of the study and climate researcher at the Potsdam Institute for Climate Impact Research.

Indigenous peoples from around the world also called for a phase-out of fossil fuels at the conclusion of the first Indigenous Peoples’ Global Summit on Climate Change in Anchorage, Alaska, that concluded last week.

“That call is well-supported by the evidence in this study,” Meinshausen told IPS.

Nov 9 (IPS) – Today’s skyrocketing fossil fuel use will accelerate far faster in the coming decades, driving oil prices higher and virtually guaranteeing catastrophic climate change in the decades to come, energy experts say.

Emissions of greenhouse gases could increase a staggering 57 percent by 2030 if current trends continue, and with the strong growth of coal and oil energy use in India and China, the International Energy Agency (IEA) reported this week.

“If we get that kind of increase it will be societal suicide,” says Gavin Schmidt, a climate researcher at NASA Goddard Institute for Space Studies at Columbia University.

A raft of new studies reveal European and American multibillion dollar support for biofuels is unsustainable, environmentally destructive and much more about subsidising agri-business corporations than combating global warming.

Not only do most forms of biofuel production do little to reduce greenhouse gas emissions, growing biofuel crops uses up precious water resources, increasing the size and extent of dead zones in the oceans, boosting use of toxic pesticides and deforestation in tropical countries, such studies say.

And biofuel, powered by billions of dollars in government subsidies, will drive food prices 20-40 percent higher between now and 2020, predicts the Washington-based International Food Policy Research Institute.

“Fuel made from food is a dumb idea to put it succinctly,” says Ronald Steenblik, research director at the International Institute for Sustainable Development’s Global Subsidies Initiative (GSI) in Geneva, Switzerland.

Biofuel production in the U.S. and Europe is just another way of subsidising big agri-business corporations, Steenblik told IPS.

“It’s (biofuel) also a distraction from dealing with the real problem of reducing greenhouse gas emissions,” he asserts. Continue reading
