Is there a middle ground between economic interests, livelihoods and conservation?

VANCOUVER, Canada (IPS)

The Earth’s life support system, which generates the planet’s air, water and food, is powered by 8.7 million living species, according to the latest best estimate. We know little about 99 percent of those unique species, except that far too many are rapidly going extinct.

What can be done to slow down this process, which could eventually lead to the extinction of the human species?

“The challenge is to find the middle ground between economic interests, livelihoods and conservation,” says Braulio Ferreira de Souza Dias, the newly appointed head of the Secretariat of the United Nations Convention on Biological Diversity (CBD), the international agency charged with helping countries slow and reverse the loss of plants, animals and other species.

A native of Brazil, Dias holds a doctorate in zoology from the University of Edinburgh, and worked for many years at the Brazilian Ministry of the Environment, where his last position prior to joining the CBD was as Secretary of Biodiversity and Forests.

Humanity’s failure to halt the deepening planetary emergency of climate change, extinctions of species and overconsumption of resources is a failure of imagination and mistaken beliefs that we act rationally.

The path to a truly sustainable future is through the muddy waters of emotions, values, ethics and most importantly, imagination, said artists and social scientists at the American Academy for the Advancement of Science (AAAS) conference here in Vancouver, British Columbia.

“We don’t live in the real world but live only in the world we imagine,” said David Maggs, a concert pianist and Phd student at the Institute for Resources, Environment and Sustainability at the University of British Columbia (UBC).

Our perception of reality is filtered by our personal experiences and values. That’s why the “if we only knew better, we’d do better” education and communication paradigm isn’t working, Maggs said. The underlying assumption that a failure to become more sustainable is the result of a lack of information is flawed, he told attendees at what is the world’s largest general science meeting.

“We live in our heads. We live in storyland,” agrees John Robinson of UBC’s Institute for Resources, Environment and Sustainability.

“When we talk about sustainability we are talking about the future, how things could be. This is the landscape of imagination,” Robinson told IPS. “If we can’t imagine a better world we won’t get it.”

This imagining will be complex and difficult. Sustainability encompasses far more than just scientific facts – it also incorporates the idea of how we relate to nature and to ourselves, he said.

Extreme weather is fast becoming the new normal. Canada and much of the United States experienced summer temperatures during winter this year, confirming the findings of a new report on extreme weather.

For two weeks this March most of North America baked under extraordinarily warm temperatures that melted all the snow and ice and broke 150-year-old temperature records by large margins.

Last year the U.S. endured 14 separate billion-dollar-plus weather disasters including flooding, hurricanes and tornados.

A new report from the Intergovernmental Panel on Climate Change (IPCC), released Mar. 28, provides solid evidence that record-breaking weather events are increasing in number and becoming more extreme. And if current rates of greenhouse gas emissions are maintained, these events will reach dangerous new levels over the coming century.

Since 1950 there have been many more heat waves and record warm temperatures than in previous decades.

This will only increase in future decades, as will heavier rainfall events in tropical regions and the high latitudes, according to the Special Report on Managing the Risks of Extreme Events and Disasters to Advance Climate Change Adaptation (SREX). 

The hottest day that occurs once in 20 years is likely to become a one-in-two year event by the end of the century, except in the high latitudes of the Northern hemisphere, where it is likely to happen once every five years.

The average tropical cyclone maximum wind speed is likely to increase, but the global frequency of tropical cyclones is likely to decrease or remain unchanged.

Wisdom of Elders Better Than Science or the Internet: “They Still Know How to Cook Mammoth”

 “Our elders are the best source of information. Better than science or the internet,” said Petr Kaurgin, a Chukchi reindeer herder from the remote Turvaurgin nomadic tribal community in north-eastern Siberia.

Kaurgin delivered his message to climate scientists from Intergovernmental Panel on Climate Change (IPCC) and other Indigenous peoples at the closing of the Climate Change Mitigation with Local Communities and Indigenous peoples workshop here in Cairns, Australia.

“We need to listen to the wisdom of the elders. We can use everything in nature. But we must not break or destroy things, ” he said through a translator.

It was -45C when Kaurgin left his home to bring his people’s message to climate experts here in the hot, wet tropical part of Australia. The IPCC is the world authority on the science of climate change. And along with the United Nations University (UNU) organized the workshop to figure out how to incorporate Indigenous peoples’ traditional knowledge.

“When we love the land where we live only then we are happy,” he said.

Kaurgin’s people and other local Siberian communities have been experiencing the impacts of climate change such as melting permafrost for the last 20 years said Tero Mustonen, Head of the Village of Selkie in North Karelia, Finland.

The New Beast in the Forest Brings Hope and Threats to Indigenous Peoples

“REDD is the new beast in the forest,” said Patrick Anderson of the Forest Peoples Programme in Indonesia here at Climate Change Mitigation with Local Communities and Indigenous peoples workshop in Cairns, Australia.

Deforestation gobbles up an area the size of Greece (13 million hectares) every year. As if that loss wasn’t bad enough, it also produces huge amounts of greenhouse gas emissions — a whopping 15 to 20 percent of all global emissions. That’s second only to the burning of fossil fuels.

Sadly, in our economic system, trees are worth far more dead as paper, lumber, furniture, etc., than alive.

In an attempt to reverse this, countries in the United Nations have agreed to create a financial value for the carbon stored in forests in a program called REDD: Reducing Emissions from Deforestation and Forest Degradation.

This is how it works. Trees take heat-trapping carbon out of the atmosphere as they grow and store it for as long as the trees live. Instead of cutting down trees and selling the wood, the carbon trapped in the living trees can be sold as “carbon credits” on an open market.

A steel, cement, or coal-fired power company in the U.S. or a European country can then buy those credits instead of reducing its carbon emissions. The current price is around $10 per tonne but this fluctuates.

For example, the newly established Carbon Tax in Australia sets the price at $23 per ton in the first year of operations. (One hectare of tropical forest stores between 250-500 tonnes of carbon but varies considerably. An average car emits 1.5 tonne of carbon per year.)

I sat down in a café in Franklin, Tasmania the other day trying to sort out all that has transpired these past few weeks. You see, May 5thcould very well become a massive day of action. A lot of people from all over the world want to make their voices heard the week of May 5thInternational Stop the Tar Sands Day’s circle of friends just got bigger.

Anyway, I sat down in an practically empty café (Franklin is a pretty small town), opened up my journal to a blank page and took out a pencil. With the pencil I drew four separate thought bubbles on the page for four different campaigns or movements or whatever you want to call them.

The first was for 350.org’s Climate Impacts Day, which will take place the exact same day as ISTSDay; May 5th. The second thought bubble was for the Occupy Movement because members of Occupy in Canada and the UK have stepped up recently to help us out.

The last two bubbles were for International Stop the Tar Sands Day and for Ecocide. I threw in Ecocide because of an email I had received earlier in the day (thank you Kirstie for the inspiration!).  We have not talked to these guys about working together on May 5th. Yet.

Climate Scientists to Attend Native Knowledge ‘Boot Camp’ in Australia

In what may be a ‘clash of worldviews,’ representatives from indigenous and local communities are holding a climate workshop with physicists, computer modellers, and other climate scientists from the Intergovernmental Panel on Climate Change (IPCC) in Cairns, Australia 26-28 March.

This is a unique opportunity for Native peoples to discuss their traditional knowledge and experiences as it relates to climate change.

Indigenous peoples are amongst the most affected by current and future climate change but their experiences and knowledge have largely been ignored by science experts at the IPCC. The workshop, Climate Change Mitigation with Local Communities and Indigenous Peoples: Practices, Lessons Learned and Prospects, is a significant effort to change this.

There are an estimated 350 million indigenous peoples according to the United Nations. They legally own more than 11% of the world’s forests and those coincide with areas that hold up to 80% of the world’s terrestrial biodiversity. Traditional knowledge is a different but no less valid way of understanding the world. However, very few scientists of the thousands who have worked with the IPCC have any experience with traditional knowledge.

The IPCC is working on its next big report (to be released in 2014) and has acknowledged that its Fifth Assessment Report needs to look at how climate change will impact indigenous peoples, their role in reducing carbon emissions (mitigation) and what barriers they face in adapting to current and future climate impacts.

The Cairns workshop will focus on how indigenous peoples can help reduce global carbon emissions. It is being held in collaboration with the IPCC, indigenous organizations, the United Nations University (UNU), the Australian government and others.

Global Warming to Ignite the Carbon Bomb in Northern Forests

Fires already burn an area larger than India every year.

Rising temperatures are drying out northern forests and peatlands, producing bigger and more intense fires. And this will only get much worse as the planet heats up from the use of ever larger amounts of fossil fuels, scientists warned last week at the end of the major science meeting in Vancouver.

“In a warmer world, there will be more fire. That’s a virtual certainty,” said Mike Flannigan, a forest researcher at the University of Alberta, Canada.

“I’d say a doubling or even tripling of fire events is a conservative estimate,” Flannigan told IPS.

While Flannigan’s research reveals forest fire risk may triple in future, a similar increase in peat fires will be far more dangerous. There are millions of square kilometres of tundra and peatlands in the northern hemisphere and they hold more than enough carbon to ramp up global temperatures high enough to render most of the planet uninhabitable if they burn.

A forest fire in Indonesia that ignited peatlands in 1997 smouldered for months, releasing the equivalent of 20 to 40 percent of the worldwide fossil fuel emissions for the entire year, he said.

“There is the potential for significant releases of carbon and other greenhouse gases (from future peat fires),” Flannigan said.

If peat fires release large amounts of carbon, then temperatures will rise faster and higher, leading to further drying of forests and peat, and increasing the likelihood of fires in what is called a positive feedback, he said.

When the increased fire from global warming was first detected in 2006, Johann Goldammer of the Global Fire Monitoring Center at Germany’s Freiburg University called the northern forest a “carbon bomb”. 

“It’s sitting there waiting to be ignited, and there is already ignition going on,” Goldammer said according to media reports in 2006.

Canadian media coverage of climate change has fallen by 80 percent

Amid revelations of a well-funded U.S. organisation’s plans to deliberately distort climate science, scientists and journalists at a major scientific conference called on the Canadian government to stop its muzzling of scientists.

For the past four years, the Canadian government has been denying timely access to government scientists even when their findings are published in leading scientific journals, said scientists and journalists in a special session of the American Academy for the Advancement of Science meeting here in Vancouver, British Columbia.

“The Canadian public doesn’t know as much as they could about science and climate change,” said Margaret Munro, who is a science writer for Postmedia News, based in Vancouver.

“The more controversial the story, the less likely you are to talk to the scientists,” Munro told IPS.

Last year, journalists from around the world were denied access to Canadian government scientist Kristi Miller, who had published a groundbreaking paper on the decline of salmon populations in western Canada in the journal Science.

However, lobbyists for the oil and gas industry appear to have direct access to scientists, according to emails obtained under access to information legislation. Internal government documents reported an 80-percent decline in Canadian media coverage of climate change since 2007 when the new Stephen Harper Conservative government put restrictive policies into place.

“It is unacceptable that the Canadian public sits back and allows access to the science they’re funding to be denied them,” said Andrew Weaver, a climate scientist at the University of Victoria.

Danger in Turning Africa’s Foodlands into “Carbon Farms”

Civil society has warned of the danger of turning Africa’s food-producing lands into “carbon farms” so that rich countries can avoid making cuts in their carbon emissions.

On Friday, they called on host country South Africa to refrain from forcing so-called “climate smart” agriculture into the United Nations climate treaty negotiations known as the 17th Conference of the Parties (COP 17).

South African President Jacob Zuma has stated that agriculture should be part of a new climate treaty. South African officials have previously told IPS they want it included so there will be “specific funds and specific actions” for agriculture under the U.N. Framework Convention on Climate Change.

“Putting agriculture into a future climate treaty is supposedly a consolation prize to Africa for failure by rich countries to agree to legally binding targets,” said Teresa Anderson of the Gaia Foundation, an international non-governmental organisation based in London.

“This consolation prize is a poisoned chalice. It will lead to land grabs and deliver African farmers into the hands of fickle carbon markets,” Anderson told IPS.

Agriculture is a major source of global warming gases like carbon and methane – directly accounting for 15 percent to 30 percent of global emissions. When the entire food production system is included, total agriculture emissions represent nearly half of all emissions. For those reasons there have been previous efforts to incorporate agriculture under a new climate treaty.

Changes in agricultural practices can greatly reduce emissions. However, the best way to do that is through regulations, not a climate treaty and carbon credits, said Anderson.
